Why is the part that says "Parents WILL NOT be allowed on campus during the clinic" have a different white background than the rest of the letter. The rest of the letter is off-white because of lighting. This image looks photoshopped to me. A vaccine clinic for some EUA gene therapy is still a terrible idea regardless of whether parents are allowed to attend or not.

I'm pretty sure it's edited that way to draw attention to the words, but there's better ways to do it that doesn't raise suspicion.

That's what happens when you highlight something in the document but it prints in b/w. If you look closely you can actually see the box around the letters which represent the highlight.
