They’re short on votes in both houses and the the White House won’t sign just for starters let’s say the get a simple majority in each house and Biden still won’t sign.

Then they would have to get two thirds of both houses, not happening.

For a regulation to be invalidated under the CRA, the Congressional resolution of disapproval must be either signed by the President or passed over the President's veto by two thirds of both Houses of Congress.
