I think that they are trying to deny what's come out of the UK and Germany, that the overall death rate is increasing sharply. As part of their denial, they may simply pull numbers out of their ass, or they may use one simple trick such as not counting people as vaccinated unless a vaccine card was presented at the time of their passing.
