As we've seen, laws don't have any meaning to the FDA, CDC or any regulatory agency. The CDC gives itself extraordinary powers that it obtains through complacency of all other agencies. Politicians routinely break their own laws, the Xiden cartel tells corporations to blatantly do things he won't ask the government to do himself.... it's a huge sham.
The thing is, this also happens in every other world government. It's as if the world is being run by a central agency that noone can/won't identify.
