It's normal.

Major earthquakes are now known to trigger along the electro magnetic field lines of the circuit between the Earth and the Sun.

Electron flows cause earthquakes.

That is weird. Why is it the second, smaller flash, that started everything rocking? Nothing moves after the first, larger flash.

Seems like the camera is affixed to a platform that is floating in water, not an earthquake.

Probably their military testing munitions, after the two flashes you can see trails of what looks like burning debris shooting off into the sky.
