Totally a hoax. Aside from the fact that that looks nothing at all like what graphene would look like, the output power of a cell phone is pretty small. There are way more powerful EM/RF waves all around us all the time so why wouldn't the material be constantly reacting to all that energy? As Buddha has said in this thread already, that it a pile of iron filings reacting to a magnet under the table. The movement is consistent with someone slowly moving a magnet around since the first part of the video show movement only on the right instead of the whole mass. Graphene is not ferromagnetic anyway.
If they wanted to fake this better, they could have used toner from a copier or laser printer. It is magnetic and has much finer particles. It would still not look like graphene though. Graphene is just one atom thick sheets of graphite and graphite is fucking harmless unless you breathe in a lot of it over time.
I doubt the phone in the video is capable of 5g, so that blows another hole in the videos theory. And you would need a fuck ton of Scotch tape to produce that much graphene.
