I know this sounds like a crazy theory, but in fact what he's doing is participating in a form of psychological torture. The population that would be likely to take action are quelled by a "friend" showing them an in justice but also creates a form of paralysis in the population at large because the "friend" who brought them to the information first is assumed to "have it handled". While it gets worse and worse and nothing ever really gets done the torture trap clinches in harder and harder, essentially normalizing the injustice. In a way, it's like the bystander effect. Hypnotists use a similar technique of showing the audience and subject something that heightens them to induce and keep the subject or group in hypnosis.
