It doesn't make any sense, 'poor kids are just as bright and just as talented as white kids': that is, there is no difference. "Black children" aren't criminals. Whoever wrote this and allowed this to be published needs to be arrested for hate crimes right now!

And how did anyone arrive at only 15%?

There must be some point of making a headline like this. It isn't accidental.

Black children detained by police are 15% more likely to be “criminalised”, that is charged and put into the criminal justice system, than white children detained for similar types of offenses, a study has found.

“criminalised” means charged with the crime they are caught committing. That makes sense. We usually let kids off with a warning if they are not repeat offenders, ie. typical White kids getting into trouble. Black kids are much more likely to be regular criminals stealing everything they can, but charging them is unfashionable lately.
