total guess, but i think they (russia) would set up some sort of HQ there to deter their enemies from blowing them up since that would unleash radioactive ash/debris/fallout.
not a "dead man's switch" but certainly would make ppl think twice about blowing up a facility that has the potential to contaminate a very large area.
