How many of those 5000 dead people are spending that money? Or are simply getting it because no one reported them dead? People die unknown all the time...sure, it's a problem and if there were regular audits that money would simply be stopped, the card cancelled, and the money returned as unused assets. But there were no audits, so it becomes a problem.

Strange when my parent died, the money stopped at the beginning of the next month. Retirement and social. Now we are niggers and followed the correct path to report. And if a soc check came in we (electronically) we sat aside so they could pull it back.
