Yep. Sounds about right. This is why stuff like "food aid" should just be a box in the mail or something you pick up from a local shipping depot with fruits/veggies/canned food/etc... Maybe a freezer bag with some frozen but fresh meat.. etc. Not just "magic cards that let you buy anything you want".

Simple. Make it the same as WIC.

If you really want to be kind hearted (stop fucking laughing) allow a small percentage of that to be used for laundry and toiletries.
