40-41 I read. That being said, I am pretty sure that a fucking judge has zero authority to tell congress how they spend money. And if the government is shut down, then a judge has zero authority to tell them to get back and do anything .

Correct. I should have clarified. I cannot see how any court can order the President to spend money? Of course this will end up in the Supreme Court and they will side with Trump because the lower court broke the law. One would think these liberal courts would figure out their bullshit isn't going to work.
