There are two main points to that story. First one is the emergency room. That allows people who have no way of paying but are otherwise eligible for Medicaid to use emergency rooms at the cost of the taxpayer - that is, hospitals are paid by the federal government for those services rendered. This payment was to be reduced substantially and/or removed altogether.

Second point was those who were in the country and given amnesty by the previous administration were immediately eligible for healthcare on the exchanges due to not having any income. That was turned off, and that's the biggest point that's causing the sticking right now.
