Maybe, but there are cameras literally everywhere these days if there's a crowd. My phone can shoot better video at 60x zoom than your average security camera.

Thats because it was a campus security camera. That shit hasn't been updated since the mid 2000s.
The average security camera is practically useless.
The last camera upgrade I was on was in 2016. It was a state run prison. The cameras they specced out were the cheapest they could get.
The last time they had been replaced was in the mid 90s.
They wanted a headshot because it would have been far worse. They were ok with just hitting him and running even if he lived, if they hit us arm they would have still ran.
