Why? Female inmates are not allowed to have makeup. That's a whole fucking thing if you ever watch those "lockup" shows. The women find ways to make their own "makeup" and it is regularly confiscated.
I am not just going with that this is insane to start with but actual WOMEN are not allowed to have makeup in jail.

Trannies in jail should have their faces punched until they're red, call it "rouge". There, that is their makeup.
