Yeah, the air traffic control system in the USA has been broken for most of my life. Invention and Technology wrote a big in-depth article on this in the 90s, talking about how JOVIAL was still used in system, detailing how controllers could usually tell you exactly when the system was going to shut down. This is nothing new and anyone claiming that Biden - the idiot he was - failed to do anything about it is just a screeching harpy that wants to pin the blame on the most recent thing.
