Seeing the forest for the trees isn't a skill that's taught. Even those that are in a position, doing great work, should roll the dice, that simple.
I agree the churn is necessary.. issue is in cutting the low hanging fruit that bring in new ideas... some actually wanna challenge the status quo and are stymied by NH04/GS15/SES and even O6+ because 'this is the way we've always done this'
Find the fucking desk drivers that collect a check for holding a title - some actual accountability and then you will exact change.
It sucks walking off a job you feel passionate about, but at the end of the day, big brother ain't your friend. You can still do great work outside of the federal umbrella. Roll the dice, and take the buyout.
