Big difference between running a clearance 'inactive' vs revocation. The former allows an individual to re-engage if the need-to-know arises again, the latter means something administrative had a negative impact on one's ability to ethical remain and retain a cleared status; i.e., good luck ever getting one again especially at the commensurate level of the revoked clearance.
They said, we all know these fuckers will buy one at their leisure, or simply access class'd material anyways; e.g., Hillary as the SoS and her claims that she was not aware of what caveated (class'd) material meant or how to handle it.
