I hope they look for companies owned by Fema employees or their close associates.
One story that came out of the Maui fires was from a local truck rental business owner. He said he donated some trucks to FEMA for disaster relief use. Someone told him later that FEMA is not supposed to accept donations. They have a large budget and they should be paying for everything. Whatever FEMA manager accepted those trucks probably had his own private company bill FEMA for them.
I heard stories about FEMA accepting donated food and supplies in North Carolina. FEMA denied this because, again, they are not supposed to take donations. Probably the same racket.
