Here's my plan for illegal immigration reform:
Week 1: shoot dead every tenth illegal border crosser Week 2: shoot dead every fifth illegal border crosser Week 3: shoot dead every other illegal border crosser Week 4: shoot dead every illegal border crosser
Problem solved in a month with a lasting deterrence feature built right in.

If you just mass ToSV them, they will remember it as a tragedy and it will embolden them to keep on coming. If you make it an escalating series of ToSV events, they will become demoralized and no longer willing to risk crossing. You have to make it a deterrent that won't pay off for them.
Finish the wall, too.
The wall will add to the demoralization factor if you follow the course of escalating ToSV events. You must do both for maximum effect.
