He was in office already and didn't deliver on the wall promise then. I wonder what will prevent him from having it built if he gets back in next year.

More than enough to get it done. The People support it, most demand it, the UniParty republicans better support it or their political careers will effectively end. It will be interesting times, but far different from his first term. He will have a mandate from the People and woe to the politicians who stand in the way.
