To fix the "immigration system" means she wants to make it easier to get in the country. Another one of her word salad speeches she was saying that they can't come in illegally, and need to use port of entry to request asylum. The message is unlimited illegals just come on in but you have to use the port of entry and use the magic words 'seeking asylum'.

"Our highest charge must be to protect the lives of our people. It must be to understand the pain, and to have the courage to know that solutions are at hand."

Yeah, "our people" being the illegals, obviously.
