I used to do DMV work in Oregon and Washington. Let me tell you: adding a person to the DMV database is literally as easy as a few keystrokes. Worse: Oregon now allows private companies, including every single auto dealership, access to the database for the purpose of titling and registering vehicles that are sold. In theory, yes, you need to prove proof of residency and other incidentals. But in practice, someone with an agenda would sit at a computer, add people in, and no one would know.

And why does this matter? Because Oregon is a state that auto registers new drivers as voters. So once you enter them into the system, boom, new voter on the roles.
