Actually I don't think it is. I believe what would violate the TOS would be a specific call for violence or uprising. Discussing it in the abstract shouldn't violate anything.
The real answer is, as the author points out: Likely nothing will happen other some angry yelling and pitchfork waving.
But what COULD happen is a more organized group of civilians take matters in to their own hands and begin pulling down politicians in their local area. Notice I didn't say harm or kill the politicians - just remove them from their seats of power. Nobody needs to be harmed to do this. And many groups of citizens COULD do this in all of their local areas, enough such that when it's done, the more removed and inaccessible politicians have exactly no power to enact their idiocy.
