Wow, isn't this also a finely veiled subterfuge to mass ballot vote with or without using illegals as a voting block - use the voter machine software to tally up the actual number of votes given per district/ precinct, then simply retroactively add whatever 'deficit' of ballots and votes cast with 'total voter numbers' to the final count. Anything without Voter ID laws strictly enforced at the ballot box is going to fail.
