A non-citizen may legally request a federal-only ballot and vote for federal officers legally so long as they believe at the time they cast their vote that they believe that they are citizens or are otherwise entitled to vote.

I believe the idea is that states control elections and hopefully safeguard their voters in some way. Because they also collect federal votes "as a service" to the federal government they have to also follow federal rules on the federal part of the ballot. One response to this is a federal only ballot for people not qualified to vote for state, county, or municipal offices which require evidence of citizenship and residency.

Being a non citizen and even registering or assisting a non citizen to register to vote should require deportation and a ban from the US for life. Those that assist should go to jail for no less than 5 years per count.
