The "...and subject to the jurisdiction thereof" section is conveniently ignored or purposefully misinterpreted by ((( people ))) pushing the idea of birthright citizenship for illegals. A contextual reading of the amendment would provide the understanding that the statement means precisely the opposite. People who are already citizens of another country (such as an ambassador or a tourist) can't claim citizenship for any children born while they're here in the States. People here illegally also fall into that category.
