This needs to start going to the state level. The fed conducts this but the states can create laws saying that only "Legal citizens" can be counted in the census and refuse to allow the feds to conduct a census that does not honor that or even jail federal workers that attempt to do so. The fed wont work for you. Take down to your city/state level and do it anyway. If they argue with their numbers tell them to fuck off and die. Also, use that state collected data to deport the fuckers. Fuck the fed. They don't want to uphold the law so it is now the responsibility of the state to do so. DEPORT THEM ALL. No exceptions, No asylum. It takes some of them thousands of thousands of dollars to get to the US. It takes a few hundred dollars to forcefully send them back. After a few times they won't have the money to try again.
