Who is going to enforce it? What they were doing was already illegal. The fact that they have not been arrested shows that this injunction is meaningless.

It's obvious whose duty it is to enforce it. It's literally in the Declaration of Independence. The part about tyranny and throwing off forms of government that are not acting in the interest of the people.
