Indeed, there are reasons to believe they could have skewed the numbers one way or the other, for political reasons, as usual. After all the FBI is far from being the last bastion of moral integrity and it's not like they would be the only institution doing it...
As it is, it seems that now, they mix latinos with whites to"normalize" the stats
