Yeah.

The "regular folks" were all the way at the back of the train. They were fed bars. The bars were later discovered to be ground up cockroaches (youtu.be).

Periodically the elite group would go back and steal a kid.

The cabins more near the front are the posh elite living in comfort with normal food surrounded by drugs and sex.
