Make the tuition payable in the future as a percentage of future earnings for a set amount of years. Then the universities would have an incentive to make the education programs worthwhile. Employers should have more apprentice programs, instead of unpaid 'interns', or 'entry level' jobs that require a degree and 5 years of experience. I've worked at several places that required a 4 year degree, it didn't matter what the degree was in or be remotely related to the job position.

Before guaranteed student loans college was a fraction of the price. Kids came home for the summer, worked and saved up money for the next year.

All loans do is increase prices.
