If this was the Old West, the perpetrators would own most of the land and all of the water rights in the territory, all the circuit judges would be in their pocket, and they'd have direct control of the Sheriff and the territory's Marshals. Pretty sure anybody so much as talking loud agin' 'em would get their necks stretched, pardner.
