They don't just want to be able to tell you where you can drive, they want to be able to enforce it with absolute power.

Imagine the power to effectively stop people from gathering together.
This will also stop people from getting to work and make it harder to get groceries when it's all you can carry instead of all you can buy/load into a car.
I have the power to not get invited anywhere isn't that the same thing? If I am not there did people really gather?
