The goal will be compulsory tracking of vehicles complete with the ability to remotely disable any vehicle at any time. They can already do it easily, they'd just rather not have to pretend they don't do it.

Virginia is studying implementation of a VMT after Democratic Gov. Ralph Northam signed a bill requiring owners of fuel-efficient gasoline, diesel, hybrid and electric vehicles to pay a "highway use fee" each year.

gas tax, diesel tax, initial registration fee, title fee, car insurance, liability insurance, toll fees, axle tax, vehicle sales tax, yearly registration tax. Nope, cars aren't taxed enough as it is, we need to tax them more ... even though we already have 5 or 6 different vehicle mileage taxes. Whatever happened on the not taxing the same thing twice?
