Literacy is based on the idea you can read, write and do basic math. The 8th grade standard for decades was just that. Students then either learned a trade at vocational schools or as an apprentice. Only a very few planned college for a professional degree. Even teaching certificates once were about two years of study, pass a test and have high moral character. Everything is so cuched. If all the crap social bs was cut out, most could graduate by end of 9th grade. That would be more normal and they become young adults with responsibilities. The entire idea of "teenagers" was a jew trick, and here we are. Public education is a joke. Students are not prepared for the real world. They are lost in the cyber electric jew cell phones. *sigh some days I just feel sad.
