She's just a bad actor pretending to be excited. This was likely shot and reshot dozens of times until she felt she got it exactly right. Showing somebody truly into technology a new and exciting tech will get a response vaguely like this. Look at some of the apple fanboy videos from when Steve Jobs was actually releasing innovative products and you'll see the resemblance. You'd get a genuine excited response out of her if you got her on video while explaining how she could become president without ever having to perform fellatio again. The problem is people have evolved to despise megalomaniacal behaviors and she would be clearly seen as such. She's smart enough to try to cover up her real personality, but not a good enough actor to replace it.
