When you rob 10 different people, it's kind of hard to argue that it's one crime. Probably lucky it's not one for each item stolen. That said, laws like these are dumb. We don't need the state feeding a guy for 15 years over the contents of 10 storage units. If a person is an actual career criminal, who causes more damage by being on the outside than it costs to keep them on the inside, then yeah, lock 'em up (if you aren't going to shoot em). But you need to be a little more careful drafting these things.
