The people pulling the strings are keeping their heads down. We don't see them giving the orders. This is maybe the first time in history that a fascist dictatorship was put into place with no obvious "strong man" running it. How do you oppose a regime that doesn't have any clear leader? It leads to crazy ideas, such as the idea that the leaders may not even be human beings.
