The USA and Israel are therefore in a symbiotic relationship wherein both depend heavily upon each other. The USA is the monetary succubus system where energy values are extracted from its proles. Israel is the "base of operations", so to speak, where most of the energy flow is routed to escape further comprehension of proles. This is a legal and logistics question. It doesn't have anything to do with extra-political circumstances. Basically, Israel is given the energy-resources of the USA and Israel keeps various political figures of the USA in line. Israel is a blackmail organization and the USA is an "energy farm".
