Remember that the US Gov is taxing farms so hard they "need government money" to work and unless they comply and meet with specific government standards they don't get the government money. Meanwhile the government is buying up the food to dispose of it - I think it was something like that, if someone knows the US farming finances better than me then speak up.
Overall the government was creating circumstances for an artificial rise in food prices.
