Leave the Great Lakes alone. Can you imagine what California would say if the Great Lakes states needed something from them? Besides which in California they planted almond orchards in the Central Valley, one of the hottest and driest places in the West. Pumped fresh water from the aquifers to water the trees. In some areas subsidence has been greater than 30 feet.

Individually maybe. Relatively not even remotely expensive. It's like this;

Or think of it like this; A house with one person who uses electricity wisely isn't going to have half the electricity bill of a house with two people who also use electricity wisely. Most of the costs are the same, so one or two people doesn't make a big difference. The biggest uses of electricity are the washer dryer and AC, where 2 versus 1 doesn't change any of those that much.

There's so many ways to explain this but none of them specifically apply perfectly though.

Or this; A cable internet provider isn't going to extend their lines for a single house 3 miles off grid. They will extend their lines for a 10 house HOA starting 3 miles off grid. It's just a measure of cost versus benefit.

When you have no fucking water, water becomes pretty worthwhile to spend the first huge chunk of money on.

California's problem is that they can't dip into retirement funds anymore for this (like cities do so often and so illegally) so they'd have to dip into some form of welfare. We all know that won't happen.
