I was going to say something similar. She's fantasizing that she is in some way, intensely desirable.

She never said she was in the Capitol, she said she was in her office thinking 'rioters' would come through the tunnels.

Of course, according to her timeline, this whole thing was an hour prior to any protest; which brings to light even more interesting questions no one will ask.
