Easy fix: If you're absent more than three days from a legislative session there is automatically a special election to replace you, and you are disqualified from the ballot.

I dont think it was a fine. I think he just refused to pay them the salary they get for doing it. I am pretty sure Texas isnt a full time legislature. They meet to get things done intermittantly and get paid for it. If you refuse to show, you dont get paid sort of thing.
