Only if states want to recieve federal moneyfor things like roads Wtf. Its wrong of course but it shows why states should not become dependent on the federal government for things like infrastructure. Actually the supreme court should rule its illegal to tie federal money allocated for something to something worse. Remember you pay gas taxes at the pump partly for road maintenance.
