Well yes.. the spirit of the second amendment implies that the people have a right to the same armaments as the government. Add A-10s, B-52s, F-22s to the list (including access to their payloads)
I'd argue against nukes though. Those are weapons of mass destruction. Conventional bombs have a more limited destructive radius, they don't contaminate the air will fallout, and the target area isn't made into a wasteland for decades.
