Article 1 sec. 4 of US Constitution grants the power to prescribe the manner of electing Senators and Representatives to the State Legislatures unless Congress by Law makes or alters such regulations.

Regulations are written by an entity granted permission to do so by Law ie: Congress lets ATF write gun regs by Law. Michigan by Law lets health and human services write pandemic regs. Well the Law of the Land lets State Legislatures write the regs for electing Congressional Sens. and Reps. If it said "State Legislatures by Law" or something to that effect then the Governors signature would be required.

This only applies to the federal Elections. State elections are covered by State Constitutions. Therefore State Legislatures should separate State and Federal regulations and even ballots just for security's sake.

This can really only be done by Legislatures controlled by one party, as divided Legislatures will probably never agree to anything. I think a majority of States now have Republican controlled Legislatures. But it is necessary, Michigan is a perfect example. Republican Legislature with a Democrat Governor
