Imagine thinking a bioweapon has a survivability of 99.9%, even in a slim chance you catch it.

As opposed to military weapons? You do know all the countries with remotely any power in the world put a fuckton of money into military power, right?
The difference is that bioweapons are directed at everyone not just the enemy military. As such its definitely a violation of civilized warfare. Good luck aiming a virus at someone like you do a gun without getting bystanders involved.
just because it failed doesn't mean they weren't trying. But the propaganda worked. Who remembers the videos from China of people dropping to the ground instantly and convulsing? Why did that not happen anywhere else? And how did those videos of Chinese soldiers welding people into their apartments "leak" to western media? And my favorite is that the official medial name is CoV-SARS2, but it's "racist" to say the CoronaVirus-South Asian Respiratory Syndrome 2 came from Wuhan, in southern China, which is South Asia.
Everyone had something to gain from it. They were using it as an excuse to justify their pay, power, or whatever the fuck else. It certainly was used for ulterior purposes, but itself wasn't a bioweapon of any significant magnitude.
