Unless if this is tied to IQ, it's not going to help. The only people that would be swayed by such a small amount are people towards the lower end of the bell curve. It'll just accelerate the dumbing down of the population. That said, libertarians complaining about this but saying nothing about all the millions of government incentives for people to become DINKs is the height of hypocrisy.
