Assuming a legal solution is still possible, I'd create a truth and reconciliation tribunal like they had in south africa: Any federal employee or former federal employee can confess to any crime related to their office and receive immunity from prosecution for that crime (although not immunity from being fired). Go hardball on a couple of them, put them in a supermax, then see them all flee to the tribunal to be the first to confess. The best part is: As soon as few of them confess, it'll implicate others, so they'll have to confess too. It'd air out so many closeted skeletons.
